In a draft Delegated Act put forward by the Commission, it is proposed that used tyre casings and carcasses (generally used for retreading tyres) are out of the scope of the EUDR, whereas retreaded tyres are in the scope only for the new natural rubber parts, such as the tread, applied to the carcasses and casings.

The delegated act was subject to public consultation in spring 2025 but nothing happend since then.

BIPAVER has contacted President von der Leyen and Ms Dejmek Hack, Head of Cabinet of Commissioner Roswall and expressed our concerns regarding the pending delegated act to amend Annex I of the EUDR. 

Finally we got an answer from the European Commission telling us that the Commission plans to adopt the deleganted act in the near future.
