The European Commission (EC) has published on the 2nd February the regulation (EU) 2018/163 which demands a registration at customs starting 1st February 2018 for all imported truck and bus tyres (LI > 121) from China. The regulation can be downloaded in all EU languages.
This is an important step as it enables the EC to apply Anti-Dumping (AD) or Anti-Subsidy (AS) taxes from that date on in case provisional AD or AS measures will by implemented, presumably in the beginning of May this year. In the regulation text the EC states that the running AD (AD 640) and AS (AS 641) investigations show clear evidence for price dumping and unfair subsidies for these products. Paired with the huge increase of the import volumes into the EU from 2016 to 2017 a significant damage to the new tyre and more severe the retreading industry in the Union would be visible.
BIPAVER welcomes the announcement, since it is another milestone in the ongoing AD and AS investigation of the EC, which should ultimately lead to a more level playing field for the European retreading industry. A final decision is expected in November this year.
