In relation to the running AD640 Anti-Dumping investigation the European Commission has now imposed provisional AD duties against Chinese TBR tyres. In the announcement in the Official Journal of the EC L116/8 of 7th May 2018 the EU directive 2018/683 (dated 4th May 2018) enforces with immediate effect (from 7th May 2018) AD duties ranging from 52,85€ to 82,17€ per imported tyre (depending on the individual brand, all details on page 36 of the attached document).
For the provisional measures no retroactive effect (customs registration was implemented 1st February 2018) has been decided. This may however be changed in the final decision in November 2018. The provisional measures run for 6 months after implementation or until a final decision for the investigation will be announced (latest 11th November 2018).
The EU document describes in a very detailed way how the investigation has been affected, the results and findings of the analysis and the negative effects to the new and retreaded tyre industry in the European Union. It also reflects the consequences to the environment if the retreading activity in the EU is threatened and its positive contribution to Circular Economy. BIPAVER hopes that the measures will increase the use of retreaded tyres, which contributes to the circular economy and reduction of C02-emissions.
